The solidarity return

A defined share of market fees, allocated to the public interest.

A share of the fees earned on each transaction is reserved for public-interest purposes. Its rate and beneficiaries are set in the cooperation framework.

The State decides how the funds are used, oversees their use and publishes the account.

Deployment

The State's role at each stage.

The programme advances at the pace of the public partner's decisions. Each stage has a GTMS deliverable and a State decision.

1Mandate the studyThe State sets the scope and names its counterpart. GTMS delivers the market design and roadmap.
2Designate a pilot issuerThe State proposes a project from the pipeline. GTMS prepares it for admission with licensed providers.
3Approve the transactionThe State approves the terms and the solidarity return. GTMS coordinates the closing.
4Supervise the marketThe State receives reporting and rules on changes to the framework. GTMS operates the market and trains local teams.
